Contrary to the prevalent pessimistic viewpoint, you can fight city hall. You just can't win. But you can find compromises, and you might stop the negative action next time. In the art of government, as opposed to the competitiveness of partisan politics, winning isn't everything.

So learn from the efforts of these four stars

Each of these people have kept their eye on the target and had significant success. Start out keeping your local officials honest through the watchdog role. Move to whistle blowing if necessary. Form organizations that pursue the public good. And if you ever get any power whatsoever be ready to compromise.

To help you along, I recommend three books Citizen MuckrakingDoes Your Government Measure Up, and Mandela's Autobiography.

Also, chapters 6 and chapters 17-20 in How You Can Help give clear guidelines and more examples.
