Final Paper

The final paper for the course will be an evaluation design for the program or project of your choice.  It can be a program or project on which you have worked, or one about which you would like to learn.  The paper should consist of two parts:

1. An evaluation design including objectives, outcomes, performance measures, data sources, data collection methods, a timetable and a rough indication of cost. (This should use the format of a terms of reference as used in the IAEA.)

2. An essay about the problems that you would expect to encounter in implementing the evaluation and how you would propose to overcome them.

You should prepare the paper according to the following time schedule:
